Rachael did, indeed, take guitar lessons and she learned guitar well enough to look real for the movie. She did not learn well enough to actually be able to play as well as you hear in the movie, though. The music is dubbed over.

I recommend you to watch the "Backstage Pass", it is on the extra materials of the JATP DVD... There is a lot of good information, also shots from the "Band Camp" where Rachael, Tara and Rosario were practicing the songs.
