I was surprised that she was topless in this movie(only her bare back was shown though), but
refused the same shot for 29Palms. Maybe because the shot in 29 Palms was in a shower and she could have been afraid that her bare butt would have been exposed also.

SPOILER EXPLANATION...

I don't really understand this. She has her naked back to the camera in "29 Palms" also. Same with "The Big Empty". There is no real nudity, though. Why is the scene in "Tempo" more shocking to you than the one in "29 Palms"?

What she refused in "29 Palms" was to be topless TOWARDS the camera. She agreed to have her naked back to the camera instead. (There is also another shot where she is laying in bed with her bare back exposed... same as in "Tempo".) They also wanted it to be more sensual in the shower scene, with the camera traveling up her legs, and focusing on more skin... that kind of stuff. Rachael refused, and those parts were not shot.

I thought that the scene in "Tempo" was more "graphic". Maybe I am remembering wrong, but the shower scene in "29 Palms" was not as focused and clear as the bedroom scene in "Tempo".
